While city council members don't take in much money for their elected positions, they often can make as much - if not more - money through stipends from various other boards and committees related to their council jobs.

Councils of governments, transportation agencies, sanitation districts and other agencies often have boards comprised of council- appointed representatives. For their time at meetings or dedicated to agency business, those representatives are often paid a stipend.
