LA HABRA -- Dozens of protesters lined all four corners of Whittier and Harbor boulevards at the height of Friday rush hour to rally against a proposed 3,600-home development.

"I go this way home every day, and it stinks,' Rowland Heights resident Elizabeth Evans said. "It's backed up terribly. And when there's more houses, there's more cars.'
