TEMPLE CITY - In a vote that proved unexpectedly controversial, the Temple City school board will spend more than $2million to replace classrooms destroyed in a $1.5 million arson fire at Emperor Elementary School.

Four classrooms were destroyed in the Jan. 11 fire at the school at 6415 N. Muscatel Ave.
